Panchayati Raj Institutions and Grassroots Democracy in India

Panchayati Raj Institutions are a central component of rural local governance in India and provide an institutional framework for decentralization and grassroots democracy. Constitutional recognition of Panchayati Raj through the 73rd Constitutional Amendment strengthened the position of elected local bodies and established a framework for regular elections, reservations, and local planning. Gram Sabhas provide an important mechanism for direct citizen participation at the village level, while Panchayats undertake a range of local development and public-service responsibilities. However, the effectiveness of grassroots democracy depends on financial resources, administrative capacity, participation, transparency, and the actual devolution of functions and authority. This paper examines nine major dimensions of Panchayati Raj Institutions and their role in strengthening grassroots democracy in India.
